Another victory. SBA Administrator Hector V. Barreto announced this week that he has returned the 7(a) loans to their statutory $2 million limit, allowing small employers to seek larger guaranteed loans through the SBA to expand their businesses. Barreto said Congress' recent actions to fix the 7(a) subsidy rate and bolster 7(a) loan authority in the FY 2003 budget justified the change. President Bush signed legislation fixing the subsidy rate calculation on Tuesday. ACCA was part of the coalition advocating the legislation.

Great news from Michigan. The Michigan Public Service Commission issued orders yesterday upholding complaints filed by ACCA member Phil Forner and the Michigan Alliance for Fair Competition. The the electric utilities - Consumers Energy and Detroit Edison - were ordered to stop violating the Michigan code of conduct adopted in December 2000. In addition, the utilites have to either terminate their appliance service programs by December 31, 2003 or provide complete functional separation from the regulated utility side of the business. The Commission cited Consumers for various violations of the code and ordered them to cease and desist from further violations, which was established by the Commission's in a Dec. 4, 2000 order (Case No. U-12134).

In a recent informal poll on The News website, an overwhelming majority of participants (324 out of 370) said that the HVACR industry needs one nationally recognized certification. For those who agree with that concept, there is good news and bad news. The bad news is that some work still needs to be done before this goal can be accomplished. The good news is that many in the industry are optimistic that one industry-accepted certification is coming. In fact, some believe that it is just a matter of waiting for a few details to finally fall into place before certification really takes off.
